HRD Corp is the new name. In April 2021, HRDF became HRD Corp. The name change is a reflection of its new responsibilities, directions and mission.

In Malaysia, HRDF, now known as HRD Corp (Human Resources Development
Corporation), is a statutory body under the Ministry of Human Resources. Its primary
function is to manage the Human Resources Development Fund, which provides
financial assistance to employers to train and develop their workforce. This fund is
crucial for upskilling employees, improving productivity, and ensuring businesses
remain competitive.

From 1 March 2021, access to HRDF is expanded to all industries. Firms with 10 or more local employees are obligated toregister, while firms with 5 to 9 local employees have the option to register.

An HRDF levy payment is a mandatory fee collected and managed by Pembangunan
Sumber Manusia Berhad (PSMB). Companies with ten or more Malaysian employees
are required to register with PSMB.

Section 14 PSMB Act 2001

Every employer to whom this act applies shall be subject to human resources
development levy at 1% of the monthly wage of the employee.

For HRD Corp Claimable courses, the maximum claim for In-house training is RM10,500/ day / group. The maximum claim half day is RM6000. For more information, please refer “EMPLOYER’S CIRCULAR NO. 3/2024“.

To become HRD Corp (formerly HRDF) certified trainer, you need to be either a HRD Corp TTT (Train-the-Trainer) Certified or TTT Exempted Trainer.

The HRDF levy is calculated based on a percentage of an employee’s monthly wages, specifically the basic salary plus fixed allowances, and the rate depends on the number of Malaysian employees a company has. For companies with 10 or more Malaysian employees, the rate is 1%, while for those with 5 to 9 Malaysian employees, it’s 0.5%.

  1. Log in to eTRiS: Access the employer’s eTRiS account.
  2. Navigate to Claims: Click on “Applications” and then select “Claim”.
  3. Search/Withdraw: Choose “Search/Withdraw Claims”.
  4. Locate the Claim: Find the specific claim you want to withdraw.
  5. Initiate Withdrawal: Click on the “Enquiry” or “Withdraw” button in the action column, depending on the specific interface at the time of your action.
  6. Provide Reason: Enter the reason for withdrawal in the provided space.
  7. Submit Withdrawal: Click the “Withdraw” button to submit the withdrawal request. 

Note: Withdrawal requests should be submitted before any grant modifications are made, according to HRD Corp
